PUBLIC HEARINGS AND ENACTMENT NOTICES
NORTHERN LACKAWANNA PLANNING ASSOCIATION
The municipalities of the Northern Lackawanna Planning Association, consisting of the City of Carbondale, the boroughs of Jermyn and Mayfield, and the townships of Carbondale and Greenfield, have prepared comprehensive zoning ordinance updates in accordance with an Intergovernmental Cooperative Planning and Implementation Agreement, authorized by Article XI of Pennsylvania Municipalities Planning Code (MPC) and in general consistency with the Northern Lackawanna Multi-Municipal Comprehensive Plan adopted by each municipality in March 2026.
A summary of each of the ordinances is as follows: Article 1 – General Provisions; Article 2 – Definitions; Article 3 – District Designations and Map; Article 4 – Zoning District Regulations; Article 5 – Overlay Regulations; Article 6 – Supplemental Regulations; Article 7 – Specific Criteria, Special Exceptions and Conditional Uses; Article 8 – Parking and Loading; Article 9 – Signs; Article 10 – Nonconformities; Article 11 – Zoning Hearing Board; Article 12 – Amendment Procedure; Article 13 – Administration and Enforcement.
The announcement of the public hearings and enactment notices are as follows:
CITY OF CARBONDALE
The Council of the City of Carbondale will hold a public hearing (hearing) pursuant to the Pennsylvania Municipalities Planning Code (MPC) at 6:00 PM on Monday, October 5, 2026, in Carbondale City Hall Council Chambers, 1 N. Main Street, Carbondale. The purpose of the hearing is to inform and solicit public comments on the proposed comprehensive update to the City of Carbondale Zoning Ordinance, enacted January 19, 2004. Also pursuant to the MPC, this notice hereby gives public notice that, immediately following said hearing, Council will hold a special meeting at the same location to consider enactment of the proposed comprehensive update to the City of Carbondale Zoning Ordinance and/or to conduct general business. The proposed ordinance is available for public inspection at the offices of the Times-Tribune, 305 Linden St, Scranton; at the Lackawanna County Law Library, 200 N. Washington Ave, Scranton, on the Lackawanna County website, lackawannacounty.org; at the Lackawanna County Department of Planning, 123 Wyoming Ave, Scranton; or at Carbondale City Hall, 1 N. Main Street, Carbondale.
