1.      NorLack Requests for Council Authorization:

a)       Motion to submit the proposed Carbondale City Zoning Ordinance, at least 45 days prior to a public hearing to the Lackawanna County Regional Planning Commission for review and comment.

b)      Motion to authorize the City Council to hold a public hearing in accordance with Section 608 of the Pennsylvania Municipalities Planning Code on October 5, 2026, at 6:00 PM to obtain public comment on and consider adoption of the Carbondale City Zoning Ordinance at a special meeting of City Council on October 5, 2026, immediately following the public hearing.

c)      Motion to authorize the Lackawanna County Department of Planning, in accordance with Sections 107 and 610 of the Pennsylvania Municipalities Planning Code, and on behalf of Carbondale City, to advertise in the Times-Tribune on Wednesday, September 16, 2026, and Wednesday, September 23, 2026, notice of Carbondale City’s intent to hold a public hearing and special meeting to consider adoption of the Carbondale City Zoning Ordinance. Transfer of East Side Playground Property

2.      Authorization to transfer deed for East Side playground from Eastside Playground Association to the City of Carbondale.

3.      Authorization to enter into agreement with Northeast Inspection Consultants to enforce property maintenance codes under IPMC on an as needed basis.
